Only legal representatives who have the ability to compromise the institution.

R&D units (UID) have no legal personality.

You should consider the base values for each category as shown in the attached table.

It should take into account the rules applicable to the Funding Program/Agency, as well as it needs project approval by the beneficiary institution (NOVA.ID.FCT).

You should submit all documentation up to one week before your project deadline. Failure to meet this deadline will not guarantee that services will be able to collect signatures and review and validate the budget.

It is mandatory to send the allocated budget to the institution, otherwise the documentation will not be signed.

It is ensured by the allocation of hours of FCT NOVA faculty.

The direct expense of the project (new human resources, equipment, consumables, travel, institution overhead, among others) is less than the amount receivable from the Program. For example, in a € 100,000 project where the funding rate is 75% (€ 75.000), direct expenses will have to be less than € 75.000.

Yes. You should inform the institution of your project and follow the inherent procedure.

IRIS is the unit responsible for contracting in close collaboration with the other services.

It is formally not possible to apply as a Principal Investigator (PI) and / or team member if you are a NOVA.ID.FCT human resource.

Yes. There exists a Human Resources Assignment Agreement that allows Researchers and / or Faculty Professors to do research at NOVA.ID.FCT through UID.

It depends. In a Horizon 2020 project,the costs are eligible if you point out the Third Party figure (article 12, completing the table on 4.2. section), which covers this situation. In FCT projects, the salaries of Professors of FCT NOVA are not eligible. Other financing programs are analyzed on a case by case basis.

As a research entity the funding rate to be applied is 100% regardless of the action in question, Innovation actions (IA), Research and innovation actions (RIA), Coordination and support actions (CSA).

It is variable and depends on Program to Program. Please see ANNEX I (with several examples). An internal Regulation of the overhead policy will be available soon.

It depends on the funding program, but as a rule it is not applicable.

As a general rule it belongs to the project beneficiary, however if the project is running through NOVA.ID.FCT, and in the case of a human resource of the Faculty, according to the Intellectual Property Regulation of the New University of Lisbon (NOVA), the right to be protected must belong to NOVA. But you should confirm / evaluate this issue with Marta Cerejo, m.cerejo@fct.unl.pt .

No. If the invention was developed at the Faculty, you must comply with NOVA’s Intellectual Property Regulations where there is an obligation to communicate your invention where the point of entry is through the IRIS.

You must inform IRIS. If it is by NOVA, there is an obligation to inform the Rectorate’s central services (Foundation Support Services) in order to assess whether the proposal can proceed. If it is by NOVA.ID.FCT there is a need to check if there are more interested. This management is ensured by IRIS.

The bridge is secured by the IRIS and IRIS is the link between both services. Communication must follow the established and agreed upon colleges of directors.

You must inform IRIS of your intention to apply if the proposal follows through:

  • NOVA, there is an obligation to inform the Rectorate’s central services (Foundation Support Services). If there is more than one stakeholder from all organic units (OUs), the Rectory will decide which application to proceed;
  • NOVA.ID.FCT, the decision is taken by the Board of NOVA.ID.FCT / FCT NOVA.

Researchers hired under the Transitional Standard, DL 57/2006, and whose contractual charges are borne by the Foundation for Science and Technology may not affect hours / time for later reimbursement of projects of whatever nature and regardless of being of national, European or international nature. Under no circumstances can the same costs be financed twice; if they do so, they are incurring double funding, which confers an illegality.
